Conception of 3 Stages in Risk Management in Road Transport Systems

Abstract


The article presents the concept of 'three storey' risk management in transport. It is the result of three possible interpretations of the notion of a system. Thus we can consider risk management on three levels (storeys, surfaces) of each transportation system: 1. structural elements; 2. aim realization processes; 3. 'behavioural'. Risk is a 'many-sided product' and it involves all negative effects of transport (NETs). Among other things it means the risks of: the loss of life (safety aspect), natural environment degradation, transport congestion.
